Some jumped to their deaths rather than face the flames, and witnesses reported seeing small children thrown from the tower by their families in a desperate bid to survive.

Opposition leader Jeremy Corbyn, who visited the tower on Thursday after the prime minister, said "some very hard questions must be answered" about how the fire took hold.

Fire engulfed the social housing block in the early hours of Wednesday, turning it into a flaming torch in minutes.

The tower is in the North Kensington neighborhood, a working-class, multi-ethnic area next to some of the richest neighborhoods in Britain. They do not expect there to be any other survivors.

Cotton told ITV that her crews had reached the top floor of the building and conducted initial visual searches from doorways but had not done a comprehensive search because it was unsafe.

May said an inquiry, which is an official review of government action, was needed to ensure "this bad tragedy is properly investigated". The British leader made the decision Thursday shortly after making a private visit to the site.

Police have announced that the number of people who are known to have died in the tragedy has risen to 17, and is likely to go up further, authorities said. "Also, the fire escape plan for the building told residents to stay in their apartments behind supposedly fire safe doors".

Mr Clarke, who lives locally and appears on Channel 4's Amazing Spaces, said: "I saw those cladding panels, the cladding on the outside and the insulation was just peeling off, like you'd peel a banana".

Rydon, the firm that did the refurbishment work, said the project "met all required building regulations", in its latest statement following the fire.
