The House would have needed to agree to suspend legislative rules so that it could have been considered during the current veto session.

The bill passed by the Senate today, an amendment to House Bill 511, which has already passed the House, attempted to address Scott's concerns.

Several black and Latino lawmakers also took issue with the bill, arguing it weakened provisions created to help minority-owned businesses gain a foothold in the cannabis industry. House Minority Leader Don Turner, a Republican, said Wednesday. The legislation allows those with PTSD to legally purchase, possess and use medical cannabis, given they receive a recommendation from a physician and register with the state. "Medical marijuana and other emerging treatments continue to provide options for ensuring that those who have sacrificed for our country are offered the best options", said Dan McSweeney, founder of the We Are Listening Campaign. "Just over a year from now, adults will have the same freedoms to grow and possess cannabis that our neighbors in ME and MA enjoy", said Matt Simon, New England political director for the Marijuana Policy Project. "We'll have something of an agreement with the administration", he said. Consuming marijuana with a minor in a auto would be a crime as well.
