Palace: Duterte's latest rape remark not a joke but 'sarcasm'

Presidential spokesperson Ernesto Abella acknowledged that an error was committed in placing the presidential seal during Duterte's speech at the 11th Ambassador's Tour Philippine Reception at the SMX Convention Center in Davao City.

But Abella said the Filipino masses already accept the President's manner of expressing himself. On Saturday evening, Duterte joked about rape during a conversation with diplomats, saying that he would "congratulate the one who had the courage" to rape Miss Universe.

You don't congratulate someone for having the balls to rape. "Is there a law which says that you can not blurt such statements as, 'Do not bring our children to perdition because you'll not only lose your funds, you'll lose your life?" he asked. Plain and simple. It shouldn't take numerous insensitive rape jokes from Duterte to understand that.

"However, we're up to it and we will make sure, we'll make sure that is properly addressed", he added. "I thought, the mayor should have been first", causing a furor, both locally and overseas. "The people actually really do get him", he pointed out.

MALACAÑANG on Monday defended President Rodrigo Duterte anew for his latest statement trivializing the rape issue, saying that the President's rape remark was "not a joke" but was instead said in a "sarcastic" manner.

During a campaign rally on April 12, 2016, he talked about Australian missionary Jacqueline Hamill who was kidnapped, raped and killed during a Davao City hostage taking incident in 1989.

He said there is no law that prohibits a President from threatening people who try to destroy the country.

The President also gained a 4-point increase in approval compared to his 78% rating during the March 2017 survey, the Pulse Asia added.
