South Korea's new government proposes military talks with North Korea

North Korea's multiple missile tests in recent months, culminating with its first-ever successful launch last week of an intercontinental ballistic missile capable of reaching Alaska, has alarmed the worldwide community and presented Trump's first major foreign policy test.

South Korea on Monday offered military and Red Cross talks with the Democratic People's Republic of Korea (DPRK) to ease military tensions along the inter-Korean border and resume humanitarian exchange between peoples of the two sides.

China imported only 2.67 million metric tons of coal from North Korea in the first half of this year, a year-on-year drop of 74.5 percent, Huang noted.

The dialogue was aimed to stop all hostile acts that escalate military tensions near the military demarcation line (MDL) dividing the two sides, the vice minister said. The last such talks were held in December 2015.

"The Korean Red Cross proposes holding a meeting at Panmunjom's Peace House on August 1st to address humanitarian issues including the reunion of separated families in light of the Chuseok holiday". But it remains to be seen whether the North will accept the proposal as it's still demanding South Korea repatriate twelve female North Koreans who defected to the South previous year.

In the proposal for talks, South Korea did not elaborate on the meaning of hostile military activities, which varies between the two Koreas. South Korea usually refers to loudspeaker broadcasts and other provocations, while the North wants a halt to routine joint U.S.

Pyongyang has repeatedly said it refuses to engage in all talks with the South unless Seoul turns over 12 waitresses who defected to the South a year ago after leaving a restaurant run by the North in China.

It conducted the first test of an intercontinental ballistic missile (ICBM) earlier this month, claiming to have mastered the technology to mount a nuclear warhead on the missile.

North Korea says the South abducted the 12 waitresses and the restaurant manager and has demanded their return, but the South has said the group chose to defect of its own free will.

Kang Mi-jin, a defector who speaks regularly to market sources inside North Korea and reports commodity prices for Daily NK, said the price spikes in recent weeks were caused initially by the rumors - later confirmed - that China was restricting the flow of oil to North Korea.

Frustrated that China has not done more to rein in North Korea, the Trump administration could impose new sanctions on small Chinese banks and other firms doing business with Pyongyang within weeks, two senior USA officials said.
