Australian Prime Minister Malcolm Turnbull announced sweeping reforms to Australian Defence Force "call-out" powers on Sunday, that would allow for the Australian military to take further charge in responding to terror attacks on the continent.

Turnbull also said the government will need to mobilize all available resources to stand up against terrorists.

The changes, to be unveiled by Prime Minister Malcolm Turnbull on Monday, follow a review into the deadly 2014 Lindt Cafe siege.

The Government will strengthen Part IIIAAA of the Defence Act to remove some constraints in the provisions to "call out" the ADF to assist states and territories. "We have to stay ahead of them", he said in Sydney.

"But Defence can offer more support to states and territories to enhance their capabilities and increase their understanding of Defence's unique capabilities, to ensure a comprehensive response to potential terrorist attacks".

"Because there will be circumstances where, through our intelligence, we get wind of an attack being likely or being planned and so you can get people in position in advance", he said.

Announcing planned changes to the law at Holsworthy Barracks in Sydney on Monday morning, Mr Turnbull said the current process for calling in the military to help police during a terrorist attack was "very cumbersome" and needed to be streamlined.

Defence will offer states and territories placement of officers within law enforcement agencies to assist with liaison and engagement.

But he said if there was a protracted incident like the Lindt Cafe siege, the new rules would mean soldiers could be called in. It's also led to criticism about the appropriateness of using members of the defence forces as human props.

The government will also make changes to the act to make it easier for the ADF to support the police response, such as the ability to prevent suspected terrorists from leaving the scene of an incident.
