Secretary of State Rex Tillerson arrived in Manila on Saturday night in what State Department officials have said will be a concerted effort to enlist other countries in the campaign to get North Korea to abandon its missile and nuclear tests.

In the ASEAN summit held on Sunday, Kang Kyung-wha, #South Korea's foreign minister had a brief conversation with her North Korean counterpart, Ri Yong Ho.

A joint statement signed by the three countries foreign ministers said that the framework should establish rules that are consistent with worldwide law, and they called on ASEAN and China to abide by the United Nations -back Court ruling in Hague which invalidated China's ownership claim of majority of the South China Sea. In a news conference earlier in the day, Tillerson said the United States is ready to talk with North Korea if it stops conducting tests of ballistic missiles, the latest ones considered capable of reaching the USA mainland.

Earlier, U.S. Secretary of State Rex Tillerson said new United Nations sanctions targeting North Korea are a "very good outcome".

Man Utd: Romelu Lukaku is 'too often a pussy cat'
However the ability of his United side to reach those heights will depend on the ability of Lukaku , according to Martin Keown. Anthony Martial has now been directly involved in more Premier League goals (27) since 2015/16 than any other Man Utd player.

But North Korea is not in a conciliatory mood.

"We're not going to give someone a specific number of days or weeks", Tillerson said when asked about a time frame. "We're going forward", he said.

North Korea spokesman, Bang Kwang Hyok, told South Korean news service, Money Today on Monday he would make an announcement "today" regarding its stance on the tougher measures.

Giroud's late goal powers Arsenal past Leicester City
Wenger doubled down and went with none. "We started very well but then we made two mistakes and they turned it around", said Cech. But for Arsenal the same old problems at the back resurfaced in worrying fashion in their curtain raiser with Leicester.

Chinese foreign minister Wang Yi on Sunday said that while the sanctions were "necessary" after Pyongyang's missile tests in July, only negotiations would resolve the conflict on the Korean Peninsula.

The assessment's broad conclusions were verified by two United States officials familiar with the document, said the Post, adding that the development signals that North Korea has crossed "a key threshold on the path to becoming a full-fledged nuclear power". That China and Russian Federation have joined the latest resolution shows that even these two countries' patience is wearing thin.

"Beijing has made it very clear to Singapore what it expects on the South China Sea issue", said another Asian diplomat in Hong Kong who is familiar with the situation. The demands that China stop expanding and reinforcing man-made islands in the sea, however, have been watered down from a year ago as more pressing demands have risen to the forefront. China has resisted America's strong push to cut off oil deliveries, arguing that dialogue with North Korea is the only way to persuade Pyongyang to halt its missile programs. Tillerson says he and the South Korean diplomat plan to discuss the sanctions during their meeting, along with next steps to pressure the North.

David Madden, market analyst at CMC Markets UK, said: "The showdown between the two nations has scared off many investors". Focusing on United Kingdom stocks, BT and Lloyds Banking Group were among the biggest fallers after going ex-dividend.
