Earlier on Tuesday, North Korea hit out at the latest round of sanctions, vowing that the United States would "suffer its greatest pain" for leading the push for the new measures.

"We have frozen their accounts, which means they can not withdraw (money)", a staff member at a Yanji branch of China Construction Bank told AFP.

Japanese newspaper Asahi Shimbun reported Tuesday Kim Jong Un is likely preparing a breach of computers that belong to the governments of Japan, the United States and South Korea.

The resolution imposes a ban on condensates and natural gas liquids, a cap of two million barrels a year on refined petroleum products, and a cap on crude oil exports to North Korea at current levels. A proposed asset freeze and a travel ban on North Korean leader Kim Jong-un were dropped.

The Security Council also imposed a complete ban on the North's exports of textile products seen as a major source of foreign currency suspected of being diverted to advance its nuclear and missile programs.

But on Sunday night U.S. officials appeared to tone down their demands, scrapping the asset freeze and softening restrictions on North Koreans working overseas.

Reaction in Asia to the latest round of worldwide sanctions imposed on North Korea has been positive, but many are still skeptical they will have any significant impact.

The resolution was a response to Pyongyang's sixth and strongest nuclear test explosion that it carried out on September 3 and which it alleged to have test a hydrogen bomb, drawing global alarm and condemnation.

China and Russian Federation both share the view that Kim Jong-un won't give up North Korea's nuclear weapons programme without security guarantees.

Liu said relevant parties should resume negotiations "sooner rather than later".

The U.N. has adopted multiple resolutions against North Korea since its first nuclear test explosion in 2006, banning it from arms trading and curbing exports of commodities it heavily relies on for revenue.

DPRK stands for the North's formal name, the Democratic People's Republic of Korea.

The U.S. president has wavered between criticizing China for not doing enough on North Korea to heaping personal praise on the Chinese President Xi Jinping. More recently this has typically taken one to three months.
