The self-governing territories of Anguilla and the British Virgin Islands were hard hit by the mega-storm that swept through the region last week, and London is deploying more than 1,200 troops to help deliver aid and restore order.

The spokesman said: "This was an unprecedented disaster and it's absolutely right that the Government responded immediately to the needs of those affected".

The measure is meant to ensure poorer, developing countries receive the most aid.

The fact that Anguilla, Turks and Caicos and also the British Virgin Islands do not meet the OECD's criteria because their incomes are too high is ridiculous.

But an unnamed minister told the BBC the figure would have been significantly higher without strict worldwide rules governing the allocation of the £13 billion aid budget, a claim disputed by Downing Street.

On Wednesday the Government pledged an additional £25 million to help the rebuilding effort on top of the £32 million already promised.

They "will now face a particularly acute need to access significant reconstruction funds following the devastation inflicted by Hurricane Irma", the committee said.

The source said: "These are British people in British territories and in times of need we will stand by them, absolutely nothing held us back in getting help to them". Prime Minister Theresa May announced the extra funds as Foreign Secretary Boris Johnson made a visit to the British Caribbean islands.

The Red Cross has set up a Family Links service for people anxious about relatives in a British Overseas Territory.
