Haley: N. Korea Will Be 'Front and Center' at UN Assembly

President Donald Trump will push the case for tightening the global economic isolation of North Korea at next week's U.N. General Assembly meeting, according to two senior officials who say he will argue that the failure of diplomacy increases the likelihood of war.

"We've been kicking the can down the road, and we're out of road", H.R. McMaster, Trump's national security adviser, told reporters on Friday.

Trump, who has not ruled out military options in dealing with North Korea's weapons programs, told military personnel and their families at the Joint Base Andrews in Maryland, "Our options in addressing this threat are both effective and overwhelming".

"We ought to make clear what's different about this approach is that we're out of time", McMaster said.

Trump has called for U.N. reform to bring down "out of control" costs and complained that the United States funds 22 percent of the U.N. budget and almost 30 percent of U.N. peacekeeping duties. Facing an escalating nuclear threat from North Korea and the mass flight of minority Muslims from Myanmar, world leaders gather at the United Nations starting Monday, Sept. 18 to tackle these and other tough challenges _ from the spread of terrorism to a warming planet.

However, he has taken the hard path of going to people and now the debate about the sanctity of peoples' mandate has become a public debate.

As he did with NATO, Trump has pressed the United Nations for reforms, and Haley emphasized that the administration has seen improvements. He also suggested deep cuts to US funding for the United Nations. More fundamentally, the US decision to join any intergovernmental organization is not an abdication of sovereignty, but indeed its expression.

In advance of the meeting, U.S. Ambassador to the U.N. Nikki Haley sent around a 10-point declaration supporting broad reforms being proposed by U.N. Secretary-General Antonio Guterres, such as greater transparency and accountability.

"In case North Korea undertakes provocations against us or our ally, we have the power to destroy them beyond recovery", added Moon, once seen as a liberal dove.

During the U.N. General Assembly session, Trump will also have separate talks with the leaders of France, Israel, Qatar, Britain, the Palestinian Authority and Turkey, McMaster said.

Trump, who took office in January, will emphasize the need for states to promote peace and prosperity, while upholding sovereignty and accountability as indispensable foundations of the worldwide order, he said.

Instead, McCleskey combined for 12 catches for 262 yards and four touchdowns and Ateman had three receptions for 98 yards. The No. 9 Cowboys diminished Pittsburgh 59-21 at Heinz Field, with Rudolph breaking a record before halftime.

BENNETT: But unlike past presidents, Trump is promoting his America-first agenda.

On Sept. 18, the day before speeches kick off at United Nations headquarters, President Trump will host an event on United Nations reform and strengthening the role of the secretary-general. "So, having said that, I have no problem with kicking it to (Defense Secretary James) Mattis because I think he has plenty of options".

HALEY: I personally think he slaps the right people, he hugs the right people.

China and Russian Federation, two countries critics say are economic enablers of North Korea's nuclear weapons and ballistic missile programs, have claimed that Pyongyang's weapons development should be addressed through dialogue, not additional sanctions.
