A lawyer for Payne told the Associated Press that the detective would still be employed had his body camera footage not gotten so much attention.

Detective Jeff Payne was sacked and James Tracy, his watch commander, was demoted two ranks from lieutenant to officer after an internal review by the Salt Lake City Police Department found their actions toward the nurse violated department policy and undermined public trust.

In the police video of the incident, Detective Jeff Payne handcuffed Wubbels and placed her in a police vehicle when she refused to allow officers to obtain a blood sample from a crash victim at the hospital without a warrant.

Porter said she is grateful Payne was terminated and that there would be "absolutely no possibility" of the Salt Lake City Police Department regaining public trust had he not been fired.

Skordas has acknowledged Payne made a mistake. Brown faulted Payne for, among other things, not seeking to de-escalate his confrontation with Wubbels by taking his demands to her supervisor.

In this case, the patient wasn't suspected of wrongdoing William Gray, 43, a commercial truck driver and an off-duty reserve Idaho police officer, was driving a semitrailer when he was hit by a man fleeing police in a pickup truck.

When she defied the order to draw blood, Payne quickly walked over to her.

In the video, which Wubbels said her attorneys received through a public records request, Payne is heard declaring, "We're done!" and Wubbels wails as she's dragged outside of the hospital in handcuffs.

Wubbels was later released without charges. Brown said Tracy made an impulsive decision when he ordered Payne to arrest Wubbels without "fully understanding the nature of the situation and, as such, violated policy", according to his disciplinary letter, which was also obtained by the Deseret News.

"The trust problem has not been resolved by these actions", Porter said Tuesday evening. "This is insane", she said as she was led away.
