The report comes as the homelessness population is on the rise on the West Coast.

Los Angeles accounted for 60 percent of this increase.

-Third in the number of homeless veterans, with 1,067. Our count was conducted differently this year: the county brought in a research firm and volunteers were paired with formerly-homeless people to help with the count, so the new numbers aren't directly comparable to past counts.

-Fifth in the percentage of homeless individuals who are unsheltered, 61.6 percent.

Nationwide, homelessness increased for the first time in seven years, HUD said.

And that work, HUD Secretary Ben Carson said Wednesday, should be aimed at building more housing - especially along the West Coast and in big cities elsewhere. Currently, there are 385 homeless veterans marking a 4.25 percent decrease since 2016 and an overall decrease of 68.7 percent since 2010. In San Diego, it's 61.6 percent.

The most troubling area is the city and county of Los Angeles. Overall, 30 states showed declines in homelessness and 20 showed increases. New York, by contrast, has nearly 95 percent of its homeless living in shelters.

According the U.S. Department of Housing and Urban Development (HUD), the number of homeless increased in 2017. That went up 9 percent nationally, offsetting improvements in the sheltered counts. The number of unsheltered population is up by almost 10 percent compared to two years ago. Forty-three percent are unsheltered. To put the impact of both major metropolitan areas into perspective, if the findings were to exclude the two areas, the estimated number of veterans experiencing homelessness in other parts of the nation actually experienced a decreased by 3.1 percent since 2016.
