Thursday's board of governors meeting also saw Dallas billionaire Tom Dundon sign an agreement to buy a majority stake in the Carolina Hurricanes from Peter Karmanos Jr.

The ownership group includes David Bonderman who is a private equity CEO and Jerry Bruckheimer who is a Hollywood producer. League has agreed and will allow a season-ticket drive. Las Vegas' cost $500 million.

There's no guarantee that Seattle will land a professional hockey team, but it's now up to sports fans in the rapidly growing city to demonstrate that they'd be willing to support a team - beyond the Seahawks or the Mariners - with their season-ticket dollars.

If Seattle is unsuccessful during this expansion process, they also may be considered as an option for relocation during the 2020-21 season, Bettman says.
