Among the Big 5 districts in New York State, Rochester still comes in last in terms of high school graduation rates. The high school June graduation rate was 59 percent, compared with 65 percent the year before, according to the state data. While almost 95 percent of students in more affluent districts graduated in four years, the average graduation rate for Buffalo, Rochester, Syracuse and Yonkers combined was 64 percent. While Asian students had the lowest dropout rate at 4 percent and the highest graduation rate at 87.5 percent.

Meanwhile, Hispanic students had the lowest graduation rate at 68.3 percent and the highest dropout rate at 7.9 percent in 2017.

The city's graduation rate also improved and dropout rate fell across all ethnicities, but disparity among ethnicities remained.

"While we do see some growth in the black and Hispanic student graduation rates, it's important to note that significantly more white students graduated with Regent's diplomas and Regent's diplomas with advance designation than black and Hispanic students - a difference of almost 20-percent for black students and more than 20-percent for Hispanic students", Ellia explained.
