Briefing media persons after the 26th meeting of the GST Council held in New Delhi on Saturday, Mr Jaitley said that the tax exemption for exporters has been extended by six months.

"After that, every week a few States will start E-Way Bill for intra-state movement as well, so that it is started in a phased manner", Jaitley told reporters.

Federal indirect tax body the goods and services tax council on Saturday chose to extend the interim procedural relaxations available to exporters, small businesses and e-commerce firms by three to six months and made e-way bills compulsory for inter-state shipment of goods from 1 April.

The first group of states to roll out of intra-state e-way bill from April 15 will be decided on April 7.

However, the Council could not come to any agreement over the simplification of the return filing process and extended the current system of filing GSTR 3B and GSTR 1 for another three months till the new return system is finalised.

In its February 24 meeting, a Group of Ministers headed by Bihar Deputy Chief Minister Sushil Modi recommended April 1 as the date for compulsory implementation of the system for inter-state goods movement. So, no decision was taken today.

In case of movement of goods on account of job-work, the council directed that the registered job worker can also generate the e-way bill, while the consignor can authorise the transporter, courier agency and e-commerce operator to fill PART-A of the e-way bill on his behalf.

Also, domestic procurement made under Advance Authorisation, Export Promotion (Capital Goods) Scheme and Export Orient Unit Scheme are being recognised as "deemed exports" with flexibility for either the suppliers or the exporters being able to claim a refund of GST/IGST paid thereon.

Implementation of reverse charge mechanism has also been extended by three months.
