Russian Federation was the second-largest exporter with about 20 percent global arms deliveries, the Stockholm International Peace Research Institute (SIPRI) reported on March 11 in its latest overview of global weapons transfers. It said that from 2013 to 2017 the world's top weapons exporters were US and Russian Federation.

Beijing, whose weapons exports rose by 38 percent in the five-year period, is the main arms supplier for Myanmar, accounting for 68 percent of imports.

"Its arms exports increased by 25 per cent between 2008-12 and 2013-17". This has resulted in a sharp decline in United States arms supplies, down 76 per cent.

The volume of worldwide transfers of major weapons in 2013-17 was 10 per cent higher than in 2008-12.

Japan cronyism scandal hitting Abe popularity
Sagawa later was promoted to National Tax Agency chief in what critics alleged was a reward for stonewalling the questioning. Moritomo Gakuen is one of the school operators at the center of favoritism allegations against Abe.

Russia, the world's second biggest exporter, saw a decrease of 7.1% in its overall volume of arms exports; USA exports were 58% higher than those of Russia.

Arms exports by Russian Federation decreased by over seven percent between 2008-12 and 2013-17, the report says. "Exports to states in the Middle East accounted for 49 per cent of total USA arms exports in that period", the study said.

Tensions between China and Japan in the East China Sea also saw Japan moving closer to the U.S., the report said.

This has consolidated China's position as the main arms supplier, with Pakistan accounting for its biggest export market. Overall, Russian arms sales fell 7 percent from the prevoius five-year period.

"Yet the U.S. and European states remain the main arms exporters to the region and supplied over 98% of weapons imported by Saudi Arabia".

Setting a new trend, China has emerged as the number one arms supplier to Pakistan, Bangladesh and Myanmar, by supplying almost 70% of the arms used by the military in these three nations. Arms imports by Egypt-the third largest importer in 2013-17-grew by 215 per cent between 2008-12 and 2013-17. Exports increased by a quarter between 2008-12 and 2013-17, and by past year the country accounted for over a third of the global total (34 percent).

The flow of arms increased to Asia, while there was a decrease in the flow to Africa, the Americas and Europe between 2008 and 2012 and 2013-17. "The United Arab Emirates was the fourth largest importer in 2013-17, while Qatar (the 20th largest arms importer) increased its arms imports and signed several major deals in that period", SIPRI said. Saudi Arabia was the world's second largest arms importer. In fact, Indian arms imports have increased in the past five years, despite a continued push for indigenous production.

Leonard, 26, missed the team's first 27 games of the season due to right quadriceps tendinopathy before playing December 13. If Leonard were able to return during the week, that would give him a month to readjust to the Spurs before the playoffs.
