Farm bill prospects in US House clouded by immigration debate

House Republican moderates say they have enough support to force a full House vote on legislation to protect undocumented immigrants brought here as children, as tensions between them and House GOP leaders continued to escalate on Thursday.

John Katko of NY and David Trott of MI on Wednesday joined a push from 18 other centrist Republicans to force a House floor vote on a series of immigration bills, including ones with a path to citizenship for young undocumented immigrants known as Dreamers.

At a press availability on Wednesday morning, Ryan explained his reasoning: "Obviously, we do not agree with discharge petitions".

Rep. Bill Flores paraphrased the speaker as telling Republicans to "quit messing around with the discharge petition" and that it's "not a path to success". "We think it loses control of the floor and it would guarantee nothing goes into law", Ryan (R-Wis.) said during a question/answer forum at the BakerHostetler 29 Annual Legislative Seminar at the Hyatt Regency Washington on Capitol HIll. Jeff Denham, one of the members working on the discharge petition, said.

The centrists have filed a discharge petition to force floor votes on four bills as part of a "Queen of the Hill" process in which the bill with the most votes over 218 would be sent to the Senate.

"We don't have an impending deadline for the farm bill", he said.

Both moderates and conservatives leaving the speaker's offices in the evening said they had "productive" and good meetings, which included the top five House Republicans including Ryan, McCarthy and Whip Steve Scalise of Louisiana.

"They didn't give a specific timeline", Texas GOP Rep.

With farm subsidy programs expiring at the end of September, the Freedom Caucus believes the farm bill is the only must-pass piece of legislation they can use to extract concessions on immigration, which they believe is a related issue to the farm bill anyway.

With such significant opposition, House GOP leaders may decide to postpone a vote and send members home for the week, but House Majority Leader Kevin McCarthy said Thursday the House would move forward with a Friday vote.

That plan will allow business-first GOP legislators to unite behind the USA Act that will pass with support from 193 Democrats - and also split GOP votes to ensure the failure of pro-American immigration bills.

"It was a conversation, I'm not going to divulge all the details ... but it was productive", Curbelo said.
