Puerto Rico is a U.S. commonwealth with its own constitution, rather than a state.

"You should not be wearing that in the United States of America", he said. Eileen Figel, the agency's deputy general superintendent, described the video as "disturbing" and said the agency had apologized to Irizarry and refunded the money she spent renting the picnic area.

Irizarry, who is Puerto Rican, was wearing a shirt with the Puerto Rican flag when an idiotic and racist white man began harassing her, saying, "You should not be wearing that in the United States of America".

Ironically, the initial officer wound up taking the official report from Irizarry, who pointed out that she asked for his assistance multiple times. "You're not gonna change us, you know that?" he says, insinuating that she is an interloper.

The woman remained calm and polite throughout the confrontation, calling the man "sir".

Another tweet said, "All people are welcome in the Forest Preserves of Cook County and no one should feel unsafe while visiting our preserves".

The Forest Preserves wrote on Twitter on Monday that the investigation of the officer is "ongoing" and that he'd been assigned to desk duty "pending the outcome".

The man's behavior towards Irizarry appears to have been witnessed by a nearby police officer, who does not appear to stop the man from continuing to verbally harass her, despite her requests for help.

Video of the June 14 incident shows the officer didn't respond.

Puerto Rico Governor Ricardo Rossello responded on Twitter, "Today a video surfaced of an undignified event in which a Puerto Rican woman was brutally harassed by a bigot while an officer did not interfere".

Irizarry's brother intervened to stop the man from following her.

As he gets closer to her, he tells her that "this is America". "The intoxicated individual involved in the incident was arrested and charged with assault and disorderly conduct".

For several minutes the man berates Irizarry and at one point stands a few inches from her. She later says in the video, about the officer, "He didn't do anything". "People have just as much right to be here as you do, and when you're drunk you don't belong here". "We will be looking into this incident as our offices in DC are in contact with local and state authorities, demanding that this officer be expelled from the police force". "He failed to deescalate the situation and therefore did not ensure a citizen's safety".

'The United States of America is a nation that was built and thrives on diversity, ' Rosello continued in a separate tweet.
