Net neutrality means free and open internet for all.

As per the rules of net neutrality, mobile operators, internet providers and social media companies can not discriminate in traffic while providing web access by either blocking or throttling some apps, websites and services or by offering "fast lanes" to others. As a result, slowing down the internet speed, blocking, or offering paid prioritization is no longer considered illegal for the ISPs.

Net neutrality rules require internet providers to treat all online content the same, preventing them from favoring - or withholding - access to certain websites, services or apps.

Telecom secretary Aruna Sundararajan said all the recommendations of the Telecom Regulatory Authority (Trai) on core principles have been accepted, except in the case of some critical categories of services. The government will appoint a committee to examine possible exceptions for "critical services" which will be defined keeping in mind the basic tenets of net neutrality.

Internet access in India will remain unfettered with the government accepting the telecom regulator's recommendations to introduce one of the strongest net neutrality protections in the world. The decision also carries with it the heft of TRAI's authority.

The announcement comes three years after TRAI first announced that it was working on a framework for net neutrality. This clause has been put in because these services often need to prioritise some things and situations over others.

Sundararajan also told the publication that internet traffic management by mobile companies will be monitored under the new regime.
