Finland is not a member nation but has a memorandum of understanding with North Atlantic Treaty Organisation.

Yet worthy diplomatic openings will pale against the mind-boggling spectacle of the most unusual US-Russia summit in history.

The leaders were seen surveying the view from a small balcony before sitting down for breakfast.

Finland has a long legacy of hosting US-Soviet and US-Russian summits because of its geographic location and perceived neutrality.

U.S. President Donald Trump is no fan of American journalists, but might love what the Russian media are saying about him ahead of his meeting with Russian Vladimir Putin.

The leaders of the US and Russian Federation are holding a summit at the Baltic port city of Helsinki.

Trump did not respond; Putin appeared to smirk.

Trump tweeted: "Our relationship with Russia has NEVER been worse thanks to many years of USA foolishness and stupidity and now, the Rigged Witch Hunt!", referring to the current investigation by the special counsel into Russian meddling in the 2016 election.

"Yes, I did. Because he talked about bringing the U.S. -Russia relationship back to normal", Putin said.

"When I won it became a big deal and the Rigged Witch Hunt headed by Strzok!"

He revealed that he had not thought about asking for the extradition of 12 Russians indicted for allegedly meddling in the 2016 presidential election.

"That changed", Trump said, "As of about four hours ago".

He says Obama "thought that Crooked Hillary was going to win the election", so he did "NOTHING" about it when informed by the Federal Bureau of Investigation.

Trump heads into the summit with little clear agenda other than to strengthen his personal rapport with Putin, which he thinks is crucial to improving relations between Washington and Moscow.

In Europe, allies worry that Trump could agree to downgrade alliance military maneuvers, even though he endorsed an alliance communique highlighting malign Russian influence and has drummed up extra defense spending by foot-dragging member states.

"I hope it has more importance than simply for Finland, meaning I hope we'll receive a slight indication that the tensions are decreasing or at the very least that there won't be any new tensions", he stated in an interview with SVT, the public broadcaster of Sweden, on Friday. We are the two great nuclear powers.

EU Council President Donald Tusk tweeted a response using one of President Trump's famous phrases.

"The US doesn't have and won't have a better ally than the EU".

Tusk said Europe, China, the US and Russian Federation had a "common duty" not to destroy the global order but to improve it by reforming worldwide trade rules.

But the Washington-Moscow rivalry has rarely been more bitter, and there are many points of friction that could yet spoil Trump's hoped-for friendship.

Kremlin officials say Putin is expected to once again deny that any Russians meddled in the United States election.
