FDA Threatens to Ban E-Cigarettes If Teenagers Keep Using Them

"We are committed to preventing underage use of our product, and we want to be part of the solution in keeping e-cigarettes out of the hands of young people", Juul spokesperson Victoria Davis said in a statement provided to TIME.

"We must do more to stem what I see as an epidemic of use of e-cigs among teens, and deeply disturbing trends that show no sign of abating", he said.

Multiple studies have showed e-cig users are twice as likely to become cigarette smokers, the health department said.

"I'll be clear. The FDA won't tolerate a whole generation of young people becoming addicted to nicotine as a tradeoff for enabling adults to have unfettered access to these same products", Gottlieb said.

The five brands account for 97 per cent of e-cigarette sales in the United States. It reserved its strongest action for the manufacturers themselves.

FDA Commissioner Scott Gottlieb has said that e-cigarettes, while still harmful, may be effective for adults who want to give up cigarette smoking, which kills nearly half a million Americans each year.

"Anything that slows down Juul market share is a positive and this is what we think we will see in all possible outcomes around the "60-day" action", Jefferies analyst Owen Bennett said in reference to the 60-day window the FDA is giving manufacturers to submit their plans.

The FDA said it remains committed to exploring e-cigarettes as a less-harmful alternative for adult smokers, but Gottlieb added "that work can't come at the expense of kids".

Then past year, a few months after being sworn in as commissioner, Gottlieb announced a new comprehensive tobacco framework.

"What we have learned from our experience with cigarettes and other products, is it is important to restrict sales to kids, but if you make products appealing to kids, market them in ways to attract kids, you can be certain kids will get them", Myers told AFP.

He said the FDA move could "represent a fundamental turning point" if the agency requires "all of these products undergo premarket review now, not four years from now".

She said Altria could be well positioned because it has a long history of dealing with youth access to its products and has "limited/mature flavor profiles relative to Juul".

But the next round of identifications might take longer and might be completed "right after Christmas", Byrd added. Anthropologists have been working to identify the remains at the Defense POW/MIA Accounting Agency lab in Hawaii.

The American Medical Association's Dr. Barbara McAneny also said the FDA could do much more, pledging that the association would "continue to advocate for more stringent policies". "Hindsight, and the data now available to us, reveal these trends".

Jefferies is also bullish on how the FDA's actions will affect major tobacco players.

USA health officials today said teenage use of e-cigarette has reached "epidemic" levels and are calling on the industry to address the problem.

Shortly after the launch, the FDA cracked down on e-liquids marketed to resemble kid-friendly foods like juice boxes, candy and cookies.

The company, which sells pods with flavours such as mango, mint and creme, also defended such products, which it said help adult customers trying to quit traditional smoking.

The FDA also targeted Juul retailers this spring, issuing 56 warning letters and six civil monetary penalties. Since 2017, FDA commissioner Scott Gottlieb has discussed e-cigarettes as a potential tool to ween adult smokers off cigarettes, although that benefit hasn't been proven.
