At least four people have died, and authorities fear the toll will go higher as the tropical storm crawls westward Saturday across SC.

Warning of the storm's continued threat to life, Governor Roy Cooper said: "More people now face imminent threat than when the storm was offshore".

In Wilmington, a city of about 120,000 on North Carolina's Atlantic coastline, along the Cape Fear River that is home to historic mansions, streets were strewn with downed tree limbs and carpeted with leaves and other debris.

"We're in God's hands", said Rick Foreman, pastor at West Lumberton Baptist Church, as the Lumber River steadily rose Friday and local residents filled sandbags. "Work will begin when conditions safely allow", the company said on its website on Saturday.

Storm surges - the bulge of ocean water pushed ashore by the hurricane - were as high as 10 feet.

CNN reports there have been around 300 water rescues in the city of New Bern, and about 100 more people still need rescuing.

"The rainfall is epic and will continue to be", Cooper said.

"Maybe the communities of color that are expected to feel the greatest burden of a disaster like this don't have time to have a conversation like this with the media because they're fighting for their lives, they're fighting for their very survival", she said.

The flooding soon spread into SC, swamping places like North Myrtle Beach, in a resort area known for its white sands and multitude of golf courses. North Carolina corrections officials said more than 3,000 people were relocated from adult prisons and juvenile centers in the path of Florence, and more than 300 county prisoners were transferred to state facilities.

More than 415,000 homes and businesses were without power, mostly in North Carolina, according to poweroutage.us, which tracks the nation's electrical grid.

Kevin Knox and his family were rescued from their flooded brick home with the help of Army Sgt. Johan Mackie, part of a team using a phone app to locate people in distress. Officials said flood waters from other areas are accumulating north of the county and filling the river basins beyond their capacities.

In Lenoir County a 78-year-old man was electrocuted while trying to connect extension cords and another man died after being blown away by high winds while checking on his dogs.

Authorities in SC reported one death, saying a woman was killed when her vehicle struck a fallen tree.
