China region gives legal basis for Muslim internment camps

China's far-western Xinjiang region has revised its legislation to allow local governments to "educate and transform" people influenced by extremism through "vocational training centres" - a term used by the government to describe a regional network of extrajudicial internment centres known as "re-education camps".

Beijing has come under increased global scrutiny in recent months as the mass scale of its crackdown on ethnic Uighurs and other Muslim minorities living in north-western China became increasingly apparent.

The remarks, coinciding with annual rights report by the Congressional-Executive Commission on China, were the latest signal of more assertive US statements on Chinese rights issues as the Trump administration presses its trade battles with Beijing. China is up for review by the UN's Human Rights Council in November.

In August 2018, China denied allegations that it had locked up a million people.

China over the past few months has faced flak over its counter-terrorism policies in Xinjiang, which included creating internment camps in which up to a million Uyghur Muslims were detained and subjected to ideological reorientation.

The congressional commission also warned in an annual report on October 10 of the "long arm" of an "ascendant and increasingly aggressive" China.

The region's anti-extremism laws have been in force since April past year, and also ban Muslim men and women from growing "abnormal" beards or wearing veils in public. "Because the West has failed in doing so, in dealing with religious Islamic extremism".

One of the most concerning trends regarding Chinese religious freedom is the Communist Party's policy of "Sinicization", which means that government officials "develop and promote policies aimed at shaping religious practice in China to promote and assimilate to a Chinese cultural (and party) identity".

The regulations say they are for people "influenced by extremism".

The European Union expressed similar concern about Xinjiang last week.

The congressional commission is also seeking information from the Federal Bureau of Investigation on Chinese activity on USA soil.
