United States prosecutors have revealed that a Russian offered cooperation to Donald Trump's campaign as early as 2015, declaring that the president's ex-lawyer Michael Cohen had provided "relevant" and "substantial" help to the Russia investigation.

A key figure in the Watergate scandal has told CNN that the allegations against President Donald Trump contained in a court filing are sufficient for Congress to start impeachment proceedings.

NY prosecutors, however, were far harsher in their assessment of Cohen's character, saying he should get only a modest reduction in an expected prison sentence of about five years.

Cohen had in August pleaded guilty to several charges related to tax evasion, lying to banks, and campaign finance fraud, and stated in court he had coordinated on campaign-finance felonies with a political candidate that could only have been the president, and who he later identified as Trump. Nonetheless, neither Special Counsel Robert Mueller nor US attorneys have signaled in any way whether charges might be brought against Trump.

Mueller is investigating whether there was collusion between Trump's 2016 presidential campaign and Russian Federation, which USA intelligence agencies charge mounted an influence operation to sway the vote to Trump over his Democratic rival, Hillary Clinton.

Cohen pleaded guilty in August to violating campaign finance law when he arranged payments to an adult-film star during the 2016 election.

The president tweeted following the release of the sentencing memo, "Totally clears the President".

Court filings from prosecutors in NY and special counsel Robert Mueller's office Friday laid out previously undisclosed contacts between Trump associates and Russian intermediaries and suggested the Kremlin aimed early on to influence Trump and his campaign by playing to both his political aspirations and his personal business interests.

Prosecutors in NY, where Cohen pleaded guilty in August to campaign finance crimes in connection with those payments, said the lawyer "acted in coordination and at the direction" of Trump.

The White House similarly dismissed that filing, arguing it "says absolutely nothing about the President".

The meeting didn't take place.

"While the office agrees that Cohen should receive credit for his assistance in the [special counsel] investigation, that credit should not approximate the credit a traditional cooperating witness would receive, given, among other reasons, Cohen's affirmative decision not to become one", they wrote.
