California Governor Gavin Newsom is reportedly planning the abrupt withdrawal of his state's National Guard troops from the USA border this week; calling the President's policy towards national security a "manufactured crisis".

In released excerpts of his planned speech, the California governor says that his state refuses to participate in the White House's "political theater" and will instead "refocus on the real threats facing our state", according to the Times.

The move comes shortly after New Mexico Governor Michelle Lujan Grisham (D) ordered her state to withdraw state National Guard troops from the border as well.

The California governor is also looking to send 150 National Guard troops to work on the state's Counterdrug Task Force, but funding for the project would require approval from the Department of Defense. The troops were deployed by her Republican predecessor, Susana Martinez, a year ago at Trump's request.

Constantly pointing to threats from illegal immigrants, Trump has made building a wall on the U.S. -Mexico border a priority of his presidency.

Trump's demand for $5.7 billion USA to help build a wall led to a 35-day partial USA government shutdown that ended last month without the president getting wall funding.

Newsom, who visited one of those shelters a month before he was sworn into office, and other California state leaders have described what Trump has called a crisis at the border as "self-induced" by the president.

But her so-called "mission" is to revive the Congress in a state that has been pushed to the margins - and it is no easy job. Party workers have planned a roadshow when the three leaders travel from the airport to the party's state headquarters.

In his Spanish-language response to the president's State of the Union address Tuesday, California Attorney General Xavier Becerra warned that he is prepared to take Trump to court if he declares a national emergency to fund a wall at the U.S. -Mexico border while cutting federal funds to fire-damaged communities in the state.

The Democrat plans to rescind on Monday an earlier authorization for the troops to aid the Trump administration.
